City Council expands permit parking availability


The City Council has approved an expansion of parking spots available for those with parking permits.


Ordinance 2025-02, amending Title 6, Chapter 4, Section 11 of the City Code, allows on-street day permit parking in select areas. This ordinance, developed in collaboration with the Parking Utility Commission, aims to create additional daytime and nighttime parking spaces for permit holders.


New Parking Areas


The Parking Utility Commission identified several underutilized areas that will now allow day permit parking:


  • 500 block of S Broadway

  • 100 block of 6th Avenue

  • 300 block of Crescent Avenue

  • Multiple blocks along Wilson Avenue



From 7 AM - 5 PM, vehicles displaying a valid day parking permit may park in designated spots within these areas. These parking spots will remain metered and available for public use. The ordinance goes into effect on April 1, 2025.

Rates:


  • Day Permits: $350 per year ($116.67 for a 4-month permit)

  • 24-Hour (Overnight) Permits: $450 per year ($150 for a 4-month permit)



Menomonie Police Department Space Needs Study


Paul Michell from BKV Group presented findings from a space needs study for the Menomonie Police Department (MPD). This presentation was for informational purposes only.


Current MPD Facility


The MPD currently has 9,600 square feet of dedicated police-only space at the Judicial Center, with an additional 3,300 square feet of space they share with the county. The city currently pays $175,000 annually for this space.


Before moving to the Judicial Center in 1998, the MPD rented 5,356 square feet of space from the county in a building near the fairgrounds, which also housed the Dunn County Sheriff's office and the jail.


The space needs study estimated the department’s current space needs at 36,000 square feet. 


Identified Deficiencies


  • Meeting room seats only 20-24 people

  • Only one interview room

  • No space for tactical training

  • No garage space, requiring squad cars to park outside (posing equipment challenges)

  • Locker rooms do not accommodate staffing levels

  • No dedicated break room

  • Limited storage space, including no secure armory

  • Ventilation issues


The study lists a possible site location directly to the east of the Judicial Center on a parcel of land owned by Dunn County. The preliminary cost estimate is $28,000,000 to $30,000,000 based on historical construction data for similar projects.



Mayor Knaack noted that while the study proposed a new building, the city will be looking at all available options. City Administrator Eric Atkinson added that a referendum is required for any building project valued at more than $10,000,000.


In other business, the Council:


  • Adopted an ordinance extending the deadline for submitting the annual budget to the Council to October 31st of each year. The current ordinance requires that the budget be submitted by October 15th.


  • Approved the appointment of Zaria Whitacre to the position of Communication Specialist for the City of Menomonie.
